Rick worked as a handler – someone who directs and controls agents in the field. He wasn't much for intelligence analysis, but he was expert at controlling and directing other people, people just seemed to be willing to do what he said. This has left him a little disconnected from people, as he has a hard time seeing them as fellow humans, some of the time. In a way, he's "shell-shocked" from his experiences, although his version of it finds him slipping into a state where he starts to direct other people like pawns and seeing them as pieces to be moved, instead of people. He's not a killer, he's more of a sociopath, and at his worst will simply discard someone and leave them to their fate, withdrawing all aid and support and just walking away from the situation.
